



II Heritage Education Plan of the Community of Madrid
Comprehensive education and awareness program for citizens about their cultural heritage
What is the Heritage Education Plan?
The Heritage Education Plan was born from the desire of the Community of Madrid to commit to the heritage education, a discipline that allows people to connect with their cultural heritage.
The recipients of educational actions related to heritage include the entire population, at all times of life and regardless of their circumstances or condition. The aim is for them to participate, together with public administrations, in the conservation of their own heritage and cultural identity.
After the completion of I Heritage Education Plan (2019-2023), pioneer at national level, the project is launched II Heritage Education Plan (2025-2029), which follows the path of the previous one and complies with the commitments adopted in Law 8/2023 on Cultural Heritage of the Community of Madrid. In addition, it is in line with the National Heritage Education Plan, current educational regulations and joins the set of international actions that guarantee compliance with cultural rights.
This plan contributes to promoting access and participation in cultural life for the whole of society, forming a strategic plan to protect collective memory, guarantee cultural diversity and strengthen cultural identities in the Community of Madrid.
Contents of the II Heritage Education Plan
The structure of the plan is based on six programmes and twelve objectives that are developed through sixteen lines of action, marking out a specific work itinerary for the period 2025-2029.
PROGRAM 1: TEACHER TRAINING
- 1 objective: Consolidate the heritage training of teachers of all educational stages. To this end, we are committed to lines of action such as training courses and innovation in heritage education.
PROGRAM 2: TRAINING OF ASSET AGENTS
- 2 objective: Plan the heritage training of mediators, educators and other heritage agents: professionals from archives, libraries and museums, heritage managers, journalists, security forces, among others.
PROGRAM 3: QUALITY HERITAGE EDUCATION
- 3 objective: Contribute to the implementation of the curricular contents heritage-related education in early childhood, primary, secondary and high school. The development of teaching materials will be the main line of action in this field.
- Objective 4: Incorporate the evaluation as a requirement in heritage education projects and programmes. The lines of action will be the orientation and design of instruments for evaluation.
PROGRAM 4: INCLUSIVE HERITAGE EDUCATION
- 5 objective: Develop heritage education programs focused on achieving the educational and social inclusion and that address the gender dimension.
PROGRAM 5: CITIZEN PARTICIPATION
- 6 objective: Boost the transversality of social, educational and cultural fields in heritage education.
- 7 objective: Increase citizen involvement in access to heritage through the development of activation campaigns.
- 8 objective: Promote heritage education proposals that place the rural area as a transformative axis.
- Objective 9: Individualize the heritage education projects of the territories and heritage communities.
CROSS-CUTTING PROGRAM:
OBSERVATION OF HERITAGE EDUCATION
- Objective 10: Collaborate with the Heritage Education Observatory of Spain to inventory the actions developed within the framework of the plan.
- Objective 11: Collaborate with the Heritage Education Observatory of Spain for the quality assessment of the heritage education projects and programs implemented within the framework of the plan.
- 12 objective: Disseminate the 2025-2029 Plan and the results derived from its implementation through strategies of dissemination and communication.
